Loans to criminals, government agreements for minority “fronts,” the category of American Motors as a little business, Whitewater, and other scandals– the Small Service Administration has lurched from one shame to another. Even though the public– and Congress– prefers small enterprise, there has never been a unified group of small business owners requesting the federal government’s aid.
